Required Skills & Qualifications:

  • Masters level education in a field of study related to administrative and program management (MPH or MBA preferred)
  • Minimum of 6 years of progressively more responsible experience with program/project management.
  • Working knowledge of federal government (especially military medicine), emergency medicine, and medical education research.
  • Prior experience with research administration, including grant proposal development. Familiarity and experience with all types of award mechanisms, including but not limited to, grants, contracts, subcontracts and subawards, and cooperative agreements. Knowledge of program administration guidelines, including rules and regulations, for both federal and non-federal funding agencies/organizations.
  • Ability to plan, forecast, prepare, approve and monitor budgets and financial reports.
  • Familiarity with research protocol development and Institutional Review Board (IRB) processes.
  • Ability to present information clearly to a range of audiences, including both internal and external stakeholders.
  • Prior experience leading and supervising a multidisciplinary team.
  • Ability to work autonomously to execute the mission/vision of the Department without prompting or supervision.
  • Excellent strategic and critical thinking skills; the ability to develop strategies to move the Department forward; set goals, create and implement action plans, and evaluate the process and results

Description of Duties:

  • Oversees the strategic implementation of grant awards. Ensures compliance with all contract requirements, schedules, and provisions.
  • Supervises other program managers and staff. Provides guidance, assigns and reviews work, and conducts performance evaluations.
  • Contributes to strategic planning. Works with project stakeholders to ensure detailed business and technical requirements are defined to ensure success in program. Develops and manages program plans from inception to deployment, applying project management methodology and enforcing best practice standards.
  • Analyzes costs and pricing data submitted by the contract centers to verify and substantiate direct and indirect costs. Prepares requests for contract actions and proposals.
  • Initiates and monitors program actions including budgets, reports, purchasing, and hiring activities.
  • Interacts with project stakeholders by facilitating information flow as a liaison between research staff, Principal Investigators, project sponsors, and research administrators in the administration of agreements, contracts and research compliance. Applies expertise in establishing more complex standard operating procedures and leading improvements. Responds to complex requests and escalated complaints.
